Can anyone confirm that the Flow Label in the IPv6 header is used in VOIP and Video streaming over MPLS VPNS with Cisco and Juniper routers?

only a bunch of RFC'es prescribing its use exists :)

I might be wrong, but as far as I know those 20 bits are still not being commonly used.

That is my opinion as well. I have not seen any common IPv6 application or driver to actually set the flow label in an IPv6 header to a non-zero value. Hence, even if Cisco or Juniper routers were somehow taking this field into account, it would not make much difference as it is currently being set to zero.
