I've been trying to find the right information on Cisco's site, and I'm not having success.
We have a 3900 router that we would like to do authentication via a local userdatabase. We want ssh access and console access using a local user on the router. Any suggestions? I've been working on the console piece and everytime I try it, I get prompted for a username, but it is not accepted.

You have not given us much detail to work with and our ability to give you good advice is quite limited at this point. If it prompts for a user name then some configuration has been done. But we do not know what. It is possible to get the results that you want using aaa authentication and possible to get the results you want without aaa authentication. Which are you trying to do?
If your could post the details of how you are configuring the router for authentication and how you are configuring user ID and password, then perhaps we can help you to solve your issue.
