In the Cisco Small Business Switches does not exist the aaa new-model command. Here is the CLI guide for your reference:
https://www.cisco.com/c/dam/en/us/td/docs/switches/lan/csbms/sf30x_sg30x/administration_guide/CLI_300.pdf

 - For 'safety' use latest firmware version if not yet done, and verify the issue again.

You should also note that the SG300 is not listed in the ISE Network Component Compatibility list, so it has not been tested/validated against ISE.
