If you are referring to the TACACS Enable Password, which you can configure under the user setup, then unfortunately, the answer is No. This option is not available on the group level. Furthermore, this has not been added to the ACS 4.0 release.
As a workaround, you can use exec authorization, which can be configured on the group level.
