We are using ACS 5.1 and from time to time we are getting a warning saying that the active sessions are over the limit (250000). It is just a warning, so my assumption is that its not a big deal, but how do we keep from getting the event, or prevent the event?

It is cosmetic, no effects at all.
There are bugs like CSCtj69797 to address this but it's still being worked on.
So an easy workaround is to go in the ACS View, then configuration, then "system configuration", then "collection filters" and you can filter out sessions. But you need to first identify who is creating that many sessions. It's typically radius probes sent by one device so you can filter out the user used by that guy.

I am getting this in version 5.3 so I am not really sure if it is cosematic and not yet solved in 5.3 version! (no patched)
