I believe that this account is created by ACS automatically but would like confirmation of that and if anyone knows what it is used for and whether it is safe to disable/remove or not.

As far as I know there is no default account called webview.
The first time you log in to ACS 5.4, you are prompted for the predefined administrator username (ACSAdmin) and required to change the predefined password name (default). After you change the password, you can start configuring the system.
Do you see any task/activity performed by this user under administration audits.

no activity seen in the audits, but none of our 4 admins of the ACS system recall creating that userid so we were curious if others had that ID in their systems too. Our audit team was asking us where it came from and why it was there. One possible thought was something to try to tie ciscoview in Prime in with ACS report admin functionality.

May be you guys created it as a service account while integrating the acs view with prime infrastructure. You may check/validate the same by going to Prime > configure > edit ACS view server and check if the same account being used there for integration.

Agree with Jatin. The only defaul admin account is "acsadmin."
