ACS Server - User Setup Problem

I have a problem when editing a user with Cisco Radius ( ACS 3.0 ) -

After editing any user - I get the message

"Failed to edit test. Reason: User is being edited elsewhere. " - when attempting to edit any other user. I can wait days, but the only way to enable editing of any user again is to re start the ACS server ?

This sounds like your acs application has become corrupt. I would try doing a backup of your current system, re-install acs onto another test server, restore the system configuration, then try creating your user. if this works, then restore your backed up user database and try creating another user. if this works ok, then re-install acs onto your main server, and perform the restore of your previous backup.
