I am running ACS 4.0 on Windows. I would like to export all users and groups and be able to view the information (excel, text file, etc). Is there a way to export or download all users and associated groups from ACS (4.0)?

Not with acs but Cisco have a technology partner Extraxi that have reporting solution for Cisco Secure ACS. This software has reporting solutions similar to you need. You can download 60 day free trial.

From TAC, ACS has an internal utility (csutil.exe). Data is exported to a text file.

csutil output is not human readable and is used really a way of dumping db data.
extraxi aaa-reports! can import either the csutil dump file or support package.cab file. You then get the benefit of canned reports and an interactive query builder.
Depending on what features inside ACS are active you can do stuff like list:
* users last authentication time
* password/account password type & expiry
* group membership
* document group/user TACACS+ policy
..and of course you can report on the all the ACS logs such as passed/failed, accounting, authorisation etc. Essential if you have SOX/COBIT/HIPAA/ISO audit compliance requirements
