Administrator Password Reuse Settings

In the settings for the administrator password policy "Cannot reuse password within x days (Valid Range 0 to 365)", what happens if "0" is beeing entered? Is this feature than disabled, or can a password not beeing reused at all?

For ISE 2.1, you would be able to re-use the password right away when this set to 0. Earlier releases have some issue that insisting 3 password versions.
