Customer would create/edit internal user/device group/network device/authorization policy for automatic task generated by NMS. Is this possible do it with ISE API? If not, any roadmap?

There is also the online ERS SDK (one enabled under Administration > System > Settings > ERS Settings). Once enabled, add admin user account with ERSADMIN or ERSGUEST role and go to: https://<PAN>:9060/ers/sdk for quick viewing of APIs and their options.
Currently you can do all in your list except AuthZ Policy. Roadmap cannot be shared on public forum, so recommend reach out to Cisco account team and request info under Non-Disclosure Agreement (NDA).
