Just to make sure I understand your request: You want to create authorization rule that is based on the individual AD user and NOT AD group?

yes 

I already be able to do this when provide guest with Web agent but I have a problem after user is looping as the following 

1-take CWA

2-match on rule according to distinguish name = x

3-take again CWA and loop start

Can you try giving us more details, perhaps a diagram/flowchart and screenshots of your rules.

I wanted to make a rule on distinguish name but I wasn't able to do this because I didn't enable NAC agent so after enable NAC agent on PC I am able to get distinguish name.
