Looking more at pictures seems like you are using firefox version 46.

If so you need to down load and install 5.8 patch 3 which includes fixes for specific issues seen when working with this version of the Firefix browser

From a functional perspective both 5.8.0.32 (ACS 5.8) and 5.8.1.4 (5.8.1) are the same. The latter release was introduced to support an additional hardware combination for 35xx appliance series

Common patches can be used for both 5.8 and 5.8.1

So 5.8 patch 3 can be installed on top of 5.8.1.4 to resolve this issue

ACS 5.5 release is no longer under software support and so you need to contact TAC about this

I think Rules might have deleted already during previous launch of FF 46 browser.

Once Rules are removed, patch can't create them again.

Now please restore any good configuration backup or create Rules again. Sorry to say this I understand this is difficult but this is workaround.

Patch will make sure that Rules not getting removed from GUI.

Can you please clarify the following

- Which ACS version and patch are you using?

This will help get more specific
