Cisco 2.1 EST Service not running after reload

Anyone have any idea how to fix EST Service not running in Cisco ISE 2.1 0474 patch 7 after reloading primary Admin/Mnt node  ?

I followed one of the workaround I found by the doing the following below but still not working:

1. Certificate signing request > ISE Root CA > Generate 

2. tried restarting by doing :

application stop ise

application start ise

It will show running for a while then go back to not running.

I noticed if I restore backup after restore is complete  all services are running but after reload or restarting VM it will not run .

I believe this started after I recovered the admin password in CLI and after it reloaded EST service is not running.

The fix you tried to implement via generating a new root cert is specific to an issue encountered during the upgrade process to 2.4. Because you are running 2.1, it doesn't fit the issue. I don't like sending people to TAC, but open a case if you haven't already, you're running in to a different an issue.
