Cisco Anyconnect and Remote Desktop

When deploying anyconnect 4.1.28 we push it via sccm. Once installed over the next couple days we will push ISE config (1.3) to the switches. During those 2 days we are unable to remote desktop into the machines until ISE is put on the ports. Does anyone know why it is blocking remote desktop? We also see this issue if a computer drops of the domain it will not let us connect to the machine also. Any help would be great!

I believe that AnyConnect sets a registry key that restricts the machine, to a single user login, so you can't be logged in with two users at the same time. The key can be change manually
