I ran into this bug, in which I had to recreate my policy because I was unable to see and edit my policy.

I have never run into this terrible bug - and I always use a Deny in my default Authentication Rules. I thought this was a bug that used to exist in ISE 2.x when a similar issue happened from 1.x to 2.x upgrades - the conversion process would create more config than needed due to this. The trick was to not use "Deny Access" in Authentication Rules prior to the migration. But those were the bad old days. You can't expect customers NOT to use "Deny Access" in Authentication Rules
