Cisco ISE EAP-TLS authentication without passwords or AD joining

I need to be able to authenticate devices based only on having an installed certificate. The certificate in question is our portal cert. Its Signed by DigiCert. No matter what I do I cannot get anything to connect to it. 

What are the correct settings on the policy and supplicant side to get the authentication to be successful?

what is the Logs shown in ISE? Hope this is the wireless device I take?

So you have a digicert on all of your endpoints?
