I would like to know that how many endpoint we can connect using this license.

Base and Apex means you must be running ISE 2.7 or earlier, which are past end of life. You should migrate to a more current release (3.3 is the current recommended one).
The number of endpoints you can connect depend on the number of licenses. In the 2.x licensing model, every connection (= active RADIUS session) requires on Base license. If the connection's policy uses more advanced features such as Posture, Profiling, MDM integration etc. it may require and consume the higher level Apex license as well.

so every active RADIUS connection requires on Base license, is there any specific no. of endpoint allowed.

A given endpoint uses a single Base license per active session. It may also use an Apex license if any features requiring the higher tier license are used in the Authorization condition that it matched.
