I created a FQDN to be used in Sponsor portal, however when I try to insert the FQDN in this field, and click Portal test URL,
It fail, and return this message.
But when I remove the FQDN, it use the IP address and works fine.
The strange is, if I edit the URL, removing the IP address and putting the FQDN, now works.
Can anyone support me here please?
I have the DNS record created to this FQDN.

From what I can find is the PR error is a proxy error. Is a proxy server set up on the network or in the browser? This could explain as the IP may not be sent to the proxy and the FQDN is.

Yes, you are right I have proxy configurations on Browser, I removed it, but still not working.
But I noticed that my computer has this below configuations:

you can try to turn off the auto detect for the test and if it works it tells you the proxy is getting sent by DHCP.

@iran Please use a different FQDN from the one for ISE node when configuring it at an ISE sponsor portal. For example, the ISE's FQDN is ise.test.local and then the sponsor portal's can be sponsor.test.local, which can defined as a CNAME (alias) record to ise.
