Cisco ISE URL

We have deployed cisco ISE and create URL for creating Guest Portal.

URL to access should be  https://ise:443/portal.html

But for some reason this is not working unless we add the path such as

https://ise:443/portal.html/djhkadfoqewr%adpoi

Could this be an issue with the configurations or a bug?

What ise version are you running? How did you "create" the url you are talking about ?
