Question - is this just a cosmetic error or the server will indeed restart even if I did not change the SHA1 settings?

If you toggle ONLY the disclose usernames, then there is no server restart. Application Restarts will be triggered to ALL devices simultaneously, if you change the SHA1 or TLS settings. Do those in a maintenance window and think very carefully about it - you need to be 100% sure you don't have any such endpoints in your network, or else you'll be re-enabling these options again when users complain

hello @abrown2 and yes, the server will restart; this is not just a cosmetic message, even if the SHA1 settings were not changed.
hope it helps
