Device administration grayed out?

I am trying to enable the Device Admin Service and I have a base license but it is still grayed out. I am trying to get TACACS operational.

Device admin is a separate license

• You can enable the TACACS+ service by adding a Device Administration license on top of an existing Base or Mobility license. This feature does not consume licenses.
