Exceeding ISE 2.4 licensing counts

Need a quick confirmation: on ISE 2.4 can a customer exceed license count without business impact both in short and long term? How about letting Plus/Apex lapse?

 

(I've seen out of compliance messages on 2.4 that worry me)

Section 4.2 of ISE ordering guide says,

Starting with version 2.2, ISE will enforce licenses when they are out of compliance for 45 days out of 60 consecutive days. ...

... When enforcement kicks in, there will be no impact to end users. However, visibility and management of the features associated with an out-of-compliance license will be affected.
