Group not updating.

I am using the csutil -i command to complete an update and move users from one group to another. The text file has the UPDATE:<user name>:PROFILE:7 syntax and works great as far as you can see on the ACS GUI. However, when you run a csutil -d, the user maintains it original group. So, if it was in group5 and you updated so it would go to group7, the dump.txt would still say group5. Now, if you look at the user that was suppose to be updated, it has switched groups from group5 to group7. And if you click submit and then do a csutil -d, you will see that the group has now changed from group5 to group7. Is there a way to do a global submit on users in a group? I have done submit and restarts all over the place and that does not work. Any ideas? Thanks

As far as I know, you cannot do a global submit on users in a group
