Guest Portal configuration/Looking at scenario based Guest Portal.

Folks,
Can we configure 2 guest portals based on the identity group? For one identity Group, I am looking at matching an Internal MAC address based group, which should be able to login to the Guest Portal based on AD credentials.

The other is a default Guest Portal, which just informs the end user that if you are a Guest, just accept these terms and continue to browse the Internet.

Yeah this should work fine.  Just choose a different guest portal for that Endpoint Identity Group in the authz policies.  Keep in mind MAC randomization though.
