in reviewing the ordering guide and ISE licensing, i have not been able to determine whether any unique licenses are required to use the SMS services for Guest flows.
under the base license, i did see a reference to "guest services"; would that (base license functionality) also apply to dependencies such as guest flow SMS notifications (e.g. to receive login credentials for self registration flows)
