How to enable Policy set mode in ISE release 2.4

We are planning to perform the ACS 5.8 to ISE 2.4 migration. In the below documentation, pre-requisite is to enable the Policy set mode as per the below mentioned path.

choose Administration >
System > Settings > Policy Sets to enable the policy sets.

But In my ISE 2.4 box, I am not seeing the Policy set enable option in the above path.

Kindly let me know how to enable the policy set in ISE release 2.4.

@sujanya Policy Sets were changed in ISE 2.3, they are already enabled - "All network access policies and policy sets, including authentication, authorization and exceptions, have now been consolidated together under the improved Policy Sets area, which can be accessed from Policy > Policy Sets."
