Import For Mass Update of Retired and New Shared Secrets

I'm attempting to use the CSV import functionality to do a mass update or retired TACACS shared secrets to allow for periodic key rotation.  What I'm seeing is that when I mark a TACACS key as retired and set a new key, this is not updated in the CSV that is exported, therefore preventing me from updating devices en mass for changes to overlapping shared secrets.  In the CSV file, I see column AW is Authentication:Second Shared Secret:String(128), and AX is Enable Multi Shared Secret:String(128), which I assume are the columns to expect would be updated with the new shared secret.

Are my expectations sound here or is there this ability in another manner through the import/export functionality?

It's been three years.  This still isn't a feature?  How is this possible?  Someone can't manually update 10s of thousands of devices.
