In ACS 5.2 radius mode, the user cannot change the initial password on the first login

How do you do!

The ACS 5.2 , I built had a problem: radius mode: "users have to change the password the first time they log in"（Change password on next login ）;

But the User cannot change the password. Error: 24203 User needs to change password

As shown in the figure:

 

I'm in TACACS mode,it's ok ! 

Users can change their passwords the first time they log in!

The password change feature only works if you are using TACACS+ on the device, it will not work with radius device administration.
