For legal purposes we have to keep the guest database records for 3 years at least.
The ISE only enable a delete maintenance between 1 and 365 days, or never delete records.
Is there a way to export this data for another database?

Not in the GUI, short of manually exporting to CSV all the accounts via the sponsor portal, but you won't get passwords with that, and it is not easily automated.
Another way this could be done, is using the ERS REST Based API for Guests, which allows you to script an export of all guest accounts, and also passwords if that is needed.
