ISE 2.2 15020 could not find selected shell profiles

I have tried to SSH to switch and authentication worked, did show priv and it was 15

tried different commands in config t and they worked until i tried to add banner motd then got hit with message authorization failed

and i got dced

How many Network Devices and endpoints do you have in your enviornment?
