ISE 2.4 Policy Sets

When I try and add a new or edit an existing Policy set, the Identity group attribute doesn't show up in the editor. The icon is missing and if i click on the identity group filter in the conditions studio, it tells me 

No conditions found - reset filters. It is present in the library but it just won't show when trying to edit. I am using ISE 2.4

There is no Identity Group icon since 2.3 policy set revamp.  Click on the grey area in the condition studio where it says Click to Add an Attribute and select the Identity Group library and then Identity Group name.  Then you can build conditions around Identity Group membership.

I use ISE version 3.4 but why i can't found the identity group?
