ise cli admin access on secondary pan

Im under the impression that if you can use the admin user in cli in primary the same credential should work on secondary pan. Is this accurate? 

I am unable to access cli on secondary pan using the same admin user and pass. Anyone got any ideas?

Nope - the node's CLI user accounts database is not shared to other nodes - the user accounts are only locally significant.

You will have to perform password recovery on the node that you're locked out of.  Boot the node from the ISE and chose the Admin option to get to Password recovery.
