ISE deny specific guest of password change

Is there any way in ISE 2.6 or above to deny a specific guest account from being able to change their password?  I realize I can show/hide the change password option from the guest portal login page but that affects all users of that portal.  I would like to keep the change password option on the login page but deny a specific guest user from changing their password.

Hi,

You can create duplicate portals (allow guest users to change check and
unchecked). Have two authorization rules. One is default (at the bottom) to
match all guest users and pass them to the portal to allow them to change
passwords. The other one on top to match group of guests that should not
change passwords and pass them to the portal that don't allow that.
