How do customers take advantage of FIPS when using guest portal?

The documentation states that Guest portal requires PAP and CHAP but they would be disabled if FIPS is turned on.  If that is the case, what do they do for guest portal functionality and authentication?

Looking for guidance on how to do guest in these environments.
