Once...user authenticated (connected) then ISE policies (authorizaiton policies) applies......

This is an incredibly vague question and depends on many factors like how the supplicant is configured, what operating system is involved, and others.

if Yes then 
you are correct 
the User connect the ISE send CoA after that the User auth and if success then ISE send dACL or VLAN to SW to allow user connect to netwrok.
