Test the FTP with an FTP client and make sure that its working first, since you didn't setup the FTP server. If it works and ISE is still failing, I would delete the repository in ISE and create it again. There should also be a log on the FTP server, might be that its blocking the ISE node.

Hi,
What type of FTP server did you tried ? Linux ? Windows ?
-> Check if any firewalld or windows firewall could block the ftp flow.
If you're using filezilla or any other ftp server make sure that the server is running and listening on port 21 and if the user is bind to the right folder etc...
