ISE VM 2.3 to 2.4 Migration - Entitlement

If a 2.2 or 2.3 customer purchased the VM license back then, and they installed the large OVA (virtual-SNS-3595.ova), then they upgrade to 2.4 and want to keep the same VM footprint. 

Does the old VM purchase in 2.3 entitle them to use any size VM footprint ISE 2.4?

The ISE Medium VM License (R-ISE-VMM-K9=), which is what the VM license is converts to, covers the large 3595 OVA File.

R-ISE-VMM-K9= is for VMs up to 64 GB of RAM and 16 CPU Cores.
