From ISE version 3 onwards, ISE VM license is not required? If there's no VM license how to chose the VM spec, any VM size can be used?
traditionally ISE used to have device admin, ISE VM license separately.

It is required. But is now a "common" license SKU across all size VMs. So the VMC license covers one VM sized extra small, small, medium, or large; plus all of the various public cloud sizes.

If you have existing VM licenses, you have a $0 upgrade SKU for common license. Are you sure that's not what they meant.
Thank you @ahollifield wondering why the cisco sales team is saying it's not required. It's covered with premier subscription.Now they're confused whether from version 3 VM license is required or not.
