This is new installation. I have four physical nodes (3595) - two PAN and two MNT. I deployed two virtual nodes for PSN using the medium sized OVA file from Cisco's website - 16 CPU, 64Gb RAM, 200Gb HDD. There were no changes made to the installation of the virtual nodes. I installed two medium virtual licenses; however, I am still getting license errors - VM license over usage. Any ideas why the errors are happening or how I can troubleshoot?

It's a known bug. Apparently will be fixed in ISE 2.4 patch 3

it seems to be happening to a lot of people.
The bug appears to be CSCvk09597
ISE patches have been rolling out at a fairly regular interval of 2 months - nobody can tell you with any certainty when patch 3 will come, but it's probably around the end of September, or start if October.

I had installed the patch 4. It did not fix it stilly.
