Hi,
Can you get a BASE license for all devices and for a subset of devices BASE + PLUS licenses, for specific functionalities (e.g. PKI or profiling)

You can do this , plus licenses are consumed if you use profile information or registereddevices as part of your authorization rule

I think it depend what kind of services you will use in deployment . Profiling and authorization policy + logical profiling will use plus license . One example .
Cisco ise default policy : If Cisco ip phone than permit access This is logical policy and will count + license for sure .
But if you make policy for IP phones like : 1 st for Authentication
2nd for authorization :
It will count only base license . As i show you a example there are many variables you can set . Different variables may change what kind if license it will count .And see this ISE Licensing
