The 73 you see on the screenshot is the amount of Essential licenses consumption, it is not a percentage, it is actually the amount of how many Essential licenses are being consumed by the endpoints on your network. Say you bought 1000 Essential licenses and you see 73 in the consumption column that means you have 927 available Essential licenses yet to be consumed. That number you see is dynamic and changes based on the concurrent connections that are consuming those licenses.

You don't have any Essentials Licenses. But you have more than enough Advantage and Premier licenses. These get used although you only used features where Essentials had be enough.

As you can see from the screenshot you shared it does say "From Higher +16" next to the Essentials licenses and it does say "To Lower -16" next to the Advantage licenses. This means that although you don't have any Essentials licenses allocated you can still consume licenses from the higher licenses tier. The licenses tier order is Essentials > Advantage > Premier. So if you have any availability in the Advantage or Premier licenses and you are consuming Essentials licenses that consumption will be taken from the higher tier licenses. Same concept if this is happening with Advantage tier, the consumption will be taken in that case from the Premier tier. However, this will not be the case if you have say 1000 Essentials licenses and you are consuming features that require Advantage or Premier licenses. In this case you will go out of compliance.

Yes, you can check the consumption from the smart account, but also from ISE licenses page, both should sync up and show roughly the same amount.

In my deployments, these nearly never match. Most customers have more licenses than needed or, more accurately, "fewer concurrent devices than expected." For these situations, only the Smart Licensing Portal is the "source of truth." And it is also essential to see the expiration of the term licenses.
