Machine authentication has to be turned on the client end for it to occur. Depending on the supplicant there are different stages as to when the machine authentication is triggered, either when joining an SSID or when logging off and powering on...
With my experience regarding machine authentication, I am not aware of such a setting, you have to allow machine authentication, enable machine access restrictions with the cache timer, set the authorization policies to allow machines to authenticate, and for users you have to set the "wasmachineauthenticated" status to True.
