Sorry, you asked about the NAC server, not the ISE.
Q. Is there a limit to the amount of guests that I can provision/authenticate with Cisco NAC Guest Server?
A. There are no limits to the amount of sponsors that can use the system or guests that may be provisioned.

The official word is that the database can support up to 1 million Guest users in v1.2. This limitation seems to be database driven. I don't have any documentation to give you on this, but have been told this by the Business Unit that puts the ISE software out.
Of course, endoint support has other limitations as seen below:
S/3315 as PDP running all services (network access, posture, profiling, etc) supports up to 3k endpoints max
M/3355 as PDP running all services (network access, posture, profiling, etc) supports up to 6k endpoints max
L/3395 as PDP running all services (network access, posture, profiling, etc) supports up to 10k endpoints max
