I'm following this guide "IBNS: Cisco Integrated Local Web Authentication Deployment and Configuration Guide" (http://www.cisco.com/en/US/prod/collateral/iosswrel/ps6537/ps6586/ps6638/app_note_c27-577490.html) in order to configure web authentication for my wireless users via a WLC and a NGS but in my infrastructure i don't have a cisco ACS 5.1
Is it possible to use a normal radius server (windows for example) instead of the ACS in order to be able to perform the authentication??
How can i configure a windows radius server for that??

I would recommend to use Cisco ISE to do that. Cisco ISE have both ACS radius functionality and NAC Guest servers functionality.
Cisco ISE has a trial of 90 days and can be installed in NAC3315 and 3355 appliances. It also can be installed as a virtual appliance in vmware.
