Looking for steps on how to migrate ISE 3,0 from Physical to Virtual Machine. What we need to take care of from config and licneses perspective

Deploy a VM, import backup, register new PAN to the same Smart Account.

Also you should consider 3.1 or 3.2 for this as 3.0 has an EOL announced: https://www.cisco.com/c/en/us/products/collateral/security/identity-services-engine/identity-service-engine-software-3-0.html
