New ISE CLI user not working when creating

I have setup a Fallback.Admin user within ISE CLI and used "password" as the password for test but I am unable to login with this account on the CLI? The role is set to admin.. why is this not working?

  - Could you try something else , not "password" ; I think ISE has default acceptance rules for passwords in place.
