i'm configuring device authentication for the cisco switches. in the Device admin policy set i have created a policy set and after going to view and configuring authorization policy, i'm not able to find the library condition, only the default conditions are appearing. How i can add a new condition in it?

For ISE 2.2+, we may add library conditions in two ways.
Either in Policy Elements > Conditions > Library Conditions
Or, inside the Condition Studio.

now i'm facing another issue with the time synchronisation. can you let me know how we can set the time on ISE through cli.

ISE admin CLI syntax is similar to Cisco IOS so use the exec command clock. Please also ensure ntp server set to a reliable source.

actually there is no ntp server in the network. so want to set the time manually. i tried to use the ios syntax but its not excepting the set command.

The command clock is in EXEC mode only.
myISE/admin# clock set Jul 16 15:05:00 ?
<0-9999> 4 digit year, as in 2007
myISE/admin# clock set Jul 16 15:05:00 2018
