Could someone explain the difference between these two commands:

radius-server dead-criteria time 2 tries 3

and

radius-server host 1.1.1.1 auth-port 1645 acct-port 1646 timeout 2 retransmit 3

When will be the radius server be marked dead/alive? Based on dead-criteria time/tries OR based on radius-server timeout/retransmit?

"radius-server dead-criteria" will be used to mark the server as dead only if used along with "radius-server deadtime"

On the other hand "Radius-server host" with timeout and retransmit will be used to try a different radius-server in the order they are listed.
