My customer is using ISE for wireless and has BYOD configured with corporate password expiry policy of 90 days. if the user forgot to reset the password or password expired or password reset by IT team . They have to do the complete on-boarding process again, this is hectic as many users facing this issue and IT has lots of cases around it.

Your question is kind of vague.
Are they doing BYOD onboarding using PEAP (password-based) authentication? Yet they change their passwords every 90 days, and the password is stored in the supplicant profile (WLAN configuration?)
Am I understanding your question correctly?

Such largely depends on the capabilities of the native supplicants for the client OS. Most of the recent client OS's would prompt to update the password.
If the customer is still having the issue, please do ask to open a support ticket with the client OS vendors.
