I have implemented ISE in standalone role and also have Plus license. Now I want to create Cisco ISE node as a secondary node. Should I buy a new VM again to deploy secondary node? And as I understood I don't have to buy another Plus license for secondary node, is this true?

Yes, you should purchase another VM to enable HA on a Second Node.
No, you do not have to purchase additional Plus or Base Licenses. ISE Base/Plus/Apex/Device Admin Licenses are for the entire deployment, regardless then number of ISE nodes in the deployment.

Also just as a further clarification on licensing. Charles is correct that traditional licenses cover the entire deployment no matter how many nodes. If you convert your licensing to Smart licensing, then the licenses cover any ISE deployments you have registered with the Smart licensing dashboard.
